WHEDA: Announces executive leadership change

MADISON, Wis. – The Wisconsin Housing and Economic Development Authority (WHEDA) today announced that Kimberly M. Plache will retire from her position as WHEDA Deputy Executive Director effective July 5, 2024. Governor Tony Evers appointed her to the role in May 2019.

“It has been an honor and a privilege to serve at WHEDA,” said Kimberly Plache. “For over 50 years, WHEDA has helped people all across Wisconsin have a safe, affordable place to call home. Helping lenders, developers, housing partners, employers, and communities connect with WHEDA financing tools to increase housing in our state has been very rewarding.”

Plache began working at WHEDA in 2003 as a Business and Community Engagement Officer and developed expertise in all business lines at WHEDA, including multifamily housing, economic development, single family housing, and the WHEDA Foundation. In this role, Plache promoted and marketed WHEDA financing products throughout seven counties in Southeastern Wisconsin. She also created a highly successful, intensive educational program designed to teach developers about WHEDA’s Housing Tax Credit Program.

As Deputy Executive Director, she led WHEDA’s Policy Team and amplified the importance of affordable housing and WHEDA financing tools at the state and federal levels. She also served as a resource for staff, management, and external partners on relevant legislation impacting housing and community development.

Plache added that she is proud that WHEDA is administering four new loan programs that emerged from the Bipartisan Housing Legislation Package. These programs will help expand access to safe, affordable housing for working families and seniors.

“I will always be a champion of WHEDA’s mission and its great work to advance affordable housing,” said Plache. “I look forward to seeing the tremendous impact the new housing loan programs will have across our state.”

She also served as a state legislator, beginning in the assembly and finishing in the senate, and as a member of the Racine Unified School Board. She has had an extensive career serving the people of Wisconsin, with a 14-year state legislative career coupled with 21 years at WHEDA.
