— A state appeals court has issued a stay of a Dane County judge’s ruling overturning Wisconsin’s right-to-work law.
In April, Dane County Judge William Foust sided with the labor unions who challenged the law, ruling it amounted to an unconstitutional taking of unions’ property. Foust denied the state’s request to stay his ruling striking down the law while the state sought an appeal.
The 3rd District Court of Appeals in its order late yesterday said that while the circuit court applied the proper standard of law in denying a stay, the facts in the case failed to support the conclusion that unions would suffer irreparable harm should a stay be imposed.
“As a result, the court erroneously exercised its discretion in according that factor more weight in its analysis,” the order said. “Given a relative lack of harm shown to either party or the public interest, the presumption of constitutionality of this duly enacted statute and the preference under state law to maintain the status quo to avoid confusion, we conclude the State has established there is significant likelihood of success on appeal to warrant the grant of the stay.”

— Waukesha County Exec Paul Farrow says the county’s new economic development organization will be a “one-stop shop” for businesses looking to expand.
That’s because, the former GOP lawmaker says, a survey the county did six months ago showed 72 percent of respondents said they wanted to grow their businesses. The plan is making sure those companies have everything they need to grow — and attract new ones to the area.
“We realized we have an opportunity to help businesses grow and advance significantly here within the county,” Farrow said.
The organization, which is yet to be named and whose leadership will be announced in the coming weeks, looks to replace one that closed in 2014. The county was charged through its budget with coming up with a new entity.
Leading the effort will be the Waukesha County Business Alliance, a membership organization that functions like a chamber. The Alliance won a contract from the county to set up the nonprofit group, which will focus more on economic development strategies.
The group will, for example, work closely with the regional economic development group Milwaukee 7. It also will tout its infrastructure and proximity to highways, highly educated workforce and quality of life, Farrow said.
Farrow said officials are continuing talks with companies to raise more money for the group, which is starting with $350,000 and is looking to launch in the third quarter of the year.
“We’ve got a lot of people that are very excited to get it moving,” Farrow said.
— Gov. Scott Walker says the state’s Unemployment Insurance Trust Fund topped $1 billion at the end of April.
If current projections on the fund’s balance hold, it would trigger a second consecutive drop in the UI tax schedule, saving employers an additional $38 million starting in 2017.
Last year’s drop in the tax rates is expected to save employers $97 million annually.
The fund faced a $1.3 billion deficit when Walker took office following the “Great Recession” that drove up unemployment rates. The state was one of 30 that had to rely on federal loans to pay benefits to eligible workers.
