— Gov. Jim Doyle is planning to sign an agreement on ginseng trade with Chinese officials today at 11:45 a.m. in the State Capitol. The agreement between the Wisconsin Ginseng Board and Tong Ren Tang Health Pharmaceutical Co. follows a September trade mission to China. — Wisconsin utilities are getting more than $21 million in federal money to invest in so-called “smart grid” technology. The investment is intended to improve the reliability, efficiency and flexibility of the electric grid. The majority of the money, nearly $13 million, is going to the American Transmission Company and most of that is for fiber optics to improve communications between its substations and its operations centers. — The state Senate has passed legislation to prohibit the use of phosphorus in household dishwasher detergents. The bill passed on a unanimous voice vote, and now goes to the governor for his signature. The bill is the second in a series of legislative initiatives to improve water quality. Earlier this session, the Legislature passed and the Governor signed a new law restricting the use of phosphorus in lawn fertilizer. Oshkosh Corp. lands $28 million in contracts: Oshkosh Corp. today announced it received two contracts worth $28 million to supply spare parts and support services for its MRAP All Terrain Vehicle (M-ATV) complement in Afghanistan.
