— Despite the impact of losing GM in Janesville, Chicago Federal Reserve researcher Bill Testa says Wisconsin has probably seen the bottom of this “Great Recession.”

“We are still on the downside of a burst ‘asset bubble’ in housing, stocks and a financial crisis different in character than what we’ve seen in the past several recessions,” Testa said during a talk at Edgewood College in Madison.

Facing a negative third quarter 2009, Testa’s Chicago Fed Board researchers predict a positive GDP in the fourth quarter 2009, leading the country out of the “Great Recession” into a jobless recovery.

— Wisconsin and nine other states are asking the EPA to allow more of the biofuel ethanol to be used in gasoline.

Governor Jim Doyle and nine other Midwestern governors have asked the agency to increase the allowable level of ethanol in gasoline to 15 percent, up from its current limit of 10 percent.

The governors argue in the letter that increasing blending limits would expand the use of ethanol and help transition to the next generation of biofuels.

— Eight faculty members from six UW System campuses have received awards of up to $50,000 to develop commercial applications of their research.

The grants will go toward faculty research in areas like high-performance batteries, solar cells, nano-wire production and various medical applications.

The money comes through the Applied Research Grant Program, a collaborative effort between UW System and the WiSys Technology Foundation.

JBS to pull corporate offices out of Green Bay: JBS S.A. is relocating corporate offices from Green Bay to the company’s North American headquarters in Greeley, Colo. “All shared services will now be located in our Greeley headquarters,” said Chandler Keys, a spokesman with JBS USA. “There will be some sales and fiduciary jobs that will stay in Green Bay, but all the shared services will be relocated.”
