— The conservative Wisconsin Policy Research Institute says a study it requested shows the state’s global warming task force failed to measure the negative economic impacts of its proposals.

The analysis was conducted by The Beacon Hill Institute at Suffolk University in Boston. It shows they would result in the loss of at least 49,000 jobs in Wisconsin over the next 11 years. The estimates say the paper industry alone would lose some 5,400 jobs by 2020.

— Kohl’s Corp. reported that its third quarter earnings increased 20 percent to $193 million, or $0.63 per diluted share, compared to $160 million, or $0.52 per diluted share, a year ago. Net sales were $4.1 billion, an increase of 6.5 percent for the quarter. Same-store sales for the quarter increased 2.4 percent.

— As the H1N1 flu continues to spread, management consultant Ken Wilson says it’s key for companies to be prepared with a response and recovery plan.

He says companies need to name a crisis manager and team, develop a clear communications policy and consider changes like tweaks to sick-leave policy or having employees work from home.

Companies that plan ahead could wind up with an advantage over competitors that failed to plan.

Oshkosh Corp. gets $438 million U.S. Army order for mine-resistant all terrain vehicles: Oshkosh Corp. said Wednesday it has received an additional $438 million award to supply an additional 1,000 mine-resistant all terrain vehicles to the U.S. Army. The award was the fifth since the initial order on June 30 and will bring the total delivery to 6,219 vehicles. The full value of the awards is $3.2 billion.

Wisconsin seen in ‘fiscal peril’: Wisconsin has joined the company of such fiscally troubled states as California, Florida and Arizona, according to a report released Wednesday. The study from the Pew Center on the States shows that some of the same pressures that have pushed California toward economic disaster are wreaking havoc in a number of other states, with potentially damaging consequences for the entire country.

Milwaukee, Madison show high-tech growth: The Madison region has been better than any other large metro area in the state at sustaining jobs in a difficult economy, according to a study released Wednesday by the Milken Institute. Research-rich Madison ranked 63rd in the 2009 Milken Institute/Greenstreet Real Estate Partners Best-Performing Cities Index, up from 90th a year earlier. “In a period of recession, the index highlights metros that have adapted to weather the storm,” Ross DeVol, director of regional economies at the Milken Institute and lead author of the report, said in a news release. The Milwaukee metro area finished 151st in terms of its ability to sustain jobs, but along with Madison, it had a strong showing in terms of high-tech growth.
