— The drafting group working to turn the recommendations of the Governor’s Task Force on Global Warming into legislation has wrapped up the policy work and a bill should be finalized by the end of the year.

The bill, dubbed the Clean Energy Jobs Act, will be the subject of multiple public hearings but is on the fast track to be pushed through the Legislature by the end of the session in late May, its backers say.

The legislation will include the task force recommendation that 25 percent of the state’s energy be produced via renewable resources by 2025.

Sen. Mark Miller, D-Monona, was one of the lawmakers involved in the drafting team. Miller said the legislation “embraces recommendations of the task force” but “doesn’t go beyond the recommendations.”

— The Dow Jones opens this week at 9,972, down 260 points from last week’s open.

It lost 250 points on Friday alone after consumer spending numbers came in lower than expected.

The WisBusiness index of state stocks took a similar hit, losing nearly 60 points on the week to open today at 1,697.

Part of that loss came from the crane-maker Manitowoc. The company’s stock lost more than 20 percent of its value on the week as it reported a quarterly loss of 14 cents per share.

— A handful of state companies are reporting on their fiscal situations this week.

Oshkosh Corporation reports its quarterly results on Tuesday. The truck maker has seen billions in military contracts awarded this year.

On Wednesday comes the report from Great Wolf Resorts, operator of resorts in the Wisconsin Dells, Sheboygan and ten other cities.

Then on Thursday department store chain Kohl’s reports its October sales.

— The state utility regulator has approved plans for a utility to install a system that will use wood to make electricity in northern Wisconsin.

The project will convert a coal boiler into one that will burn natural gas and a variety of wood types found in Wisconsin. When completed it will be the nation’s largest of its kind.

A state renewable energy group calls the project a good fit because the money spent to acquire wood fuel will remain in the local area instead of being exported to western coal states.
