Concrete Pavement Association: Roundabout project wins national excellence in concrete pavement award

Madison, WI. – The American Concrete Pavement Association (ACPA) has named recipients of its 27th Annual “Excellence in Concrete Pavements” awards, which recognize quality concrete pavements constructed in the United States and Canada.

The awards program encourages high-quality workmanship in concrete pavement projects, and serves as way to share information about challenging and highly successful projects. Projects are evaluated and voted on by judges from across the country and represent various stakeholder groups in the transportation-construction community. The program recognizes contractors, engineers, and project owners who completed outstanding projects.

The awards fall into 13 categories applicable to construction and preservation of highways, roadways, airports, and industrial pavement facilities. The program requires projects to be completed in the calendar year prior to judging (2015).

The Roundabout Projects on County Highway CE and Eisenhower Drive and the Eisenhower and Van Roy Road Roundabout in Outagamie County, Wisconsin received the Gold Award in the Category of Municipal Streets and Intersections (<30,000 SY) . The award ceremony was held on December 2, 2016 at the 53rd Annual Meeting of the ACPA in Austin, Texas. “This was a very complex paving project with very firm construction deadlines in order to minimize the impacts to the traveling public, residents of Outagamie County, the Town of Buchanan and the adjacent businesses. The Vinton Construction Company, OMNNI Associates, Outagamie County, the Town of Buchanan and Gremmer Associates should all be congratulated for delivering this project on time and with excellent quality construction””, said Kevin McMullen, President of the Wisconsin Concrete Pavement Association. “WCPA was honored to join the Vinton Construction, Outagamie County and OMNNI to accept the award on behalf of the Town of Buchanan and Gremmer Associates who could not attend the award ceremony in Texas. We look forward to honoring the entire project team in the very near future”, he further added.

Highlights from the ACPA press release on the project are as follows:

Municipal Streets & Intersections (<30,000 SY)
(Gold Award) Roundabout Projects on County Highway CE and Eisenhower Drive, and Eisenhower Drive & Van Roy Rd., Buchanan (Outagamie County), Wis.
Contractor: Vinton Construction Company
Owner: Outagamie County, Town of Buchanan
Engineers: OMNNI Associates |Gremmer & Associates

The intersections of County Highway CE and Eisenhower Drive, and Eisenhower Drive and Van Roy Rd were considered a significant safety concern because of high crash rates and a history of severe injuries.  Together Outagamie County and the Town of Buchanan worked to replace these problem intersections with two roundabouts.

Vinton Construction worked with their 11 subcontractors to meet the aggressive 80-day schedule.  Four distinct stages and weekly project meetings helped minimize the impact and maximize access to the over 50 area businesses.

The 4 phased construction also assisted in making safe transitions for the daily traffic of over 40,000 vehicles.  In addition to 24,000 SY of concrete paving, 26,000 SF of concrete sidewalk was installed along with significant excavation work and drainage updates.

The quality of the design, accuracy of the plans, carefully designed staging, and the extraordinary effort put forth by Vinton and their subcontractors without compromising construction quality were all instrumental in the successful project construction.
