American Forest & Paper Association: Statement on CIBO economic impact study

WASHINGTON – American Forest & Paper Association President and CEO Donna Harman issued the following statement regarding the Council of Industrial Boiler Owners (CIBO) commissioned economic impact study <http://www.cibo.org/pubs/boilermact_jobsstudy.pdf> related to the proposed EPA Boiler MACT rule.

“The study released today by CIBO is but further evidence that excessive regulation would result in lost jobs – and those jobs won’t come back. Just last month, AF&PA also released its own study, conducted by Fisher International, that looked into the impact on pulp and paper job losses as well as those jobs within the supply chain and surrounding communities resulting from Boiler MACT and other pending air regulations. The CIBO study, much like the jobs impact study AF&PA released, shows disturbing job losses that can still be avoided as the rule is being considered by EPA.

“Policymakers are rightly saying that we need to preserve and create more American manufacturing jobs today. This proposed Boiler MACT rule overshoots the mark and would result in Americans being put out of work. EPA has a choice – they can regulate in a way that protects both jobs and the environment, or they can regulate in a way that sacrifices jobs.

“As we reflected in our comments submitted to EPA in August, we believe there is a way for EPA to revise these regulations to protect the environment while also preserving these much needed manufacturing jobs. We look forward to working with EPA to achieve these changes.”
