MADISON – The Wisconsin State Telecommunications Association (WSTA) is pleased to
announce that James M. Costello (Tomah, WI) recently assumed the role of President during WSTA’s 98th
Annual Convention, which took place May 19-22, 2008, at the Grand Geneva Resort in Lake Geneva,
Wisconsin. Mr. Costello replaces Douglas J. Wenzlaff, CEO and GM of Solarus (Wisconsin Rapids, WI),
who served as WSTA President during the past year.

“WSTA and its member companies are very much looking forward to working with Jim during his
term as President, as we showcase the industries accomplishments and appropriately position the Association
in an ever changing telecommunications marketplace,” said Bill Esbeck, Executive Director. “We applaud
the hard work, dedication and leadership Doug provided the Association during the past year.”

Mr. Costello has been the General Manager and Board Secretary for the Lemonweir Valley
Telephone Company (www.lemonweirtel.com), Camp Douglas, Wisconsin, since 2002. He also serves as
President of LVT Corp., the company’s subsidiary providing digital TV, Internet and long distance services.

In addition, he currently serves as a director with several organizations, including: Wisconsin Locally
Owned Telephone Association, Communications Management Group, Wisconsin RSA #6 & 7, and the
Juneau County Economic Development Corporation.

Mr. Costello is a graduate of Telecommunications and Computer Technology with Control Data
Institute and began his telecommunications career as a Cable Splicer and Central Office Technician while
serving in the United States Air Force. He served as a civilian contractor to NASA and the U. S. Department
of Defense on Vandenberg Air Base, Lompoc, California, as a Communications Controller assigned to STS
(Space Transport System) Shuttle systems. His professional experience includes serving in various
capacities with telephone companies in Minnesota and Wisconsin — Account Executive with Contel of
Minnesota (Continental Telephone Company); Special Projects Manager with Rhinelander Telephone
Company, Rhinelander, WI; Manager of Special Projects with Hickory Tech Corporation, Mankato Citizens
Telephone Company, Mankato, MN; Director of CLEC Operations & Special Services with Hutchinson
Telephone Company, Hutchinson, MN; and Director of CLEC Operations with Lakefield Telephone
Company, Two Rivers, WI. Much of his personal time is spent with local youth sports, youth ministry and
family activities.

WSTA is a Madison-based trade organization representing more than 70 of Wisconsin’s local
telephone companies, Internet Service Providers (ISPs) and wireless carriers.
